El Embajador de la República de Colombia en Trinidad y Tobago, William Bush, asistió y pronunció un discurso en la 28.ª Reunión Preparatoria Intersesional para la 16.ª Reunión Extraordinaria del Consejo de Ministros de la Asociación de Estados del Caribe (AEC), celebrada en la sede de la AEC el 12 de enero de 2026.
Esta reunión sirvió como una oportunidad para revisar todos los logros de la AEC en los últimos seis (6) meses, así como para permitir a los asistentes, entre ellos el Honorable Ministro de Relaciones Exteriores y Asuntos de la CARICOM de Trinidad y Tobago, Su Excelencia Sean Sobers, el Honorable Ministro de Relaciones Exteriores de la República de Panamá y Presidente del Consejo de Ministros, Su Excelencia Javier Martínez-Acha Vásquez, la secretaria general de la Asociación de Estados del Caribe (AEC), Su Excelencia Noemí Espinoza Madrid, la Alta Comisionada de Jamaica, Su Excelencia Natalie Campbell-Rodriques, el Embajador de Cuba, Su Excelencia Gustavo Daniel Veliz Olivares, diplomáticos y representantes, un espacio para debatir la próxima 16.ª reunión del Consejo Ministerial.
El Embajador Bush acogió con satisfacción la celebración de la reunión preparatoria como un paso clave hacia las reuniones de alto nivel de la AEC que se celebrarán en Panamá, y elogió el liderazgo de Panamá en el Consejo de Ministros por garantizar la continuidad institucional y promover las prioridades establecidas, incluida la Declaración de Montería. Su Excelencia reconoció los esfuerzos de Panamá por revitalizar la AEC a pesar de los retos financieros y destacó que la normalización administrativa y financiera debe considerarse una oportunidad para fortalecer la movilización de recursos a través de alianzas internacionales y entre múltiples partes interesadas. Reafirmando el compromiso activo de la República de Colombia con la AEC, el embajador Bush destacó su liderazgo dentro de la Asociación, los avances hacia la puesta en marcha del Centro Conjunto de Investigación Oceanográfica Corea-AEC y el apoyo a la revisión estratégica del Plan 2025-2035 de la AEC. En la declaración también se acogieron con satisfacción iniciativas como la Conferencia Regional sobre Haití y los próximos eventos internacionales, subrayando la importancia de una coordinación regional eficaz, el realismo institucional y una mayor visibilidad internacional de la AEC.

Colombia reaffirms its leadership in the Association of Caribbean States and supports the high-level agenda leading up to Panama
Port of Spain – Trinidad and Tobago, 12th January 2026. The Ambassador of the Republic of Colombia to Trinidad and Tobago, William Bush, attended and delivered an intervention at the 28th Intersessional Preparatory Meeting for the 16th Extraordinary Meeting of the Council of Ministers of the Association of Caribbean States (ACS) at the headquarters of the ACS on the 12th of January 2026.
This meeting served as an opportunity to review all the accomplishments of the ACS in the past six (6) months, as well as allow the attendees, including the Honourable Minister of Foreign and CARICOM Affairs of Trinidad and Tobago, His Excellency Sean Sobers, the Honourable Minister of Foreign Affairs of the Republic of Panama and President of the Council of Ministers, His Excellency Javier Martínez-Acha Vásquez, the Secretary General of the Association of Caribbean States (ACS) Her Excellency Noemí Espinoza Madrid, the High Commissioner of Jamaica, Her Excellency Natalie Campbell-Rodriques, Ambassador of Cuba, His Excellency Gustavo Daniel Veliz Olivares, diplomats and representatives a space to discuss the upcoming 16th Meeting of the Ministerial Council.
Ambassador Bush welcomed the convening of the Preparatory Meeting as a key step toward the high-level ACS meetings to be hosted by Panama, and commended Panama’s leadership of the Council of Ministers for ensuring institutional continuity and advancing established priorities, including the Montería Declaration. His Excellency recognized Panama’s efforts to revitalize the ACS despite financial challenges and emphasized that administrative and financial normalization should be seen as an opportunity to strengthen resource mobilization through multi-stakeholder and international partnerships. Reaffirming the active commitment of the Republic of Colombia to the ACS, Ambassador Bush highlighted its leadership roles within the Association, progress toward operationalizing the Korea-ACS Joint Oceanographic Research Center, and support for the strategic review of the ACS Plan 2025–2035. The statement also welcomed initiatives such as the Regional Conference on Haiti and upcoming international events, underscoring the importance of effective regional coordination, institutional realism, and enhanced international visibility for the ACS.
